Psychiatry’s Hypocrisy: The Endless Abuse of Restriction of Communication Orders
If they show no pity in restricting the voice of someone they know is innocently imprisoned (a, b, c, d, etc.) — someone who has suffered a miscarriage of justice, a prejudiced case, trial by media, and an unfair trial — do you think they would hesitate to silence him even further, especially when he is the same person threatening their comfortable jobs and questionable professionalism?
(web page under construction)
I was so often vindictively issued restriction of freedom of communication orders (RoFoCos) that I decided to dedicate this web page to elaborating on them further.
Beware of psychiatrists
In public, they portray themselves as wanting to help and listen to what you have to say. But behind the scenes, they render you voiceless by stigmatizing you, labeling you with mental illnesses at the stroke of a pen. This leads everyone to take everything you say "with a grain of salt." They sedate you with psychiatric medication that results in memory loss and makes your speech difficult to understand — rendering you unable to form a sentence and causing you to forget what you were saying in the middle of a thought.
They issue communication restrictions to further silence you, while simultaneously placing you under constant watch by staff who play on their phones in front of you. While you are denied the basic right to communicate, you are left with nothing to do. This environment is further intentionally designed to trigger flashbacks of traumatic or inconvenient moments from the past — moments further exacerbated by medication-induced side effects, such as insomnia; the resulting inability to sleep or rest can, in turn, lead to panic attacks. They then mock you, claiming they see you are "agitated" or "worried," waiting for that inevitable reaction to serve as a convenient excuse to sedate you further and continue experimenting with various pills and injections.
So after realizing that reporting abuses committed by high-ranking officials to the authorities was futile, I shifted my focus to exposing the misconduct of staff members. My reasoning was that if action were taken against them, it would set a precedent for addressing the far more severe crimes of those in power. However, my efforts were met with retaliation. Psychiatrist David Cassar issued the first two orders restricting my freedom of communication, not only to cover up the horrific abuses committed by nursing staff, but also as that long-awaited opportunity for revenge — a calculated move to silence and intimidate me for daring to expose his misconduct, and that of his colleagues, on my website.
This situation highlights the toxic environment within psychiatric institutions, where nurses and psychiatrists work hand in hand to mistreat patients. Medications with severe side effects are often administered not out of medical necessity but as a means of control — especially to intimidate anyone who dares expose the corruption and abuse within the system, even at the cost of their own health. Worse still, staff act ruthlessly to protect their positions, knowing that psychiatrists will issue vindictive restriction orders against patients who report their abuses. In return, psychiatric staff help conceal the unethical practices of psychiatrists, prioritizing their own protection over patient welfare. They eagerly report patients for the slightest mishap, let alone when they intentionally provoke them, so that psychiatrists have an excuse to experiment further with higher dosages and other harmful medications. And if psychiatrists so readily abuse their power to cover up staff misconduct with these intimidating RoFoCos, imagine how much more they enjoy doing even worse to protect themselves from exposure.
The process for issuing these restriction orders is alarmingly simple: a psychiatrist submits a form to the Commissioner for Mental Health, who rubber-stamps it without question. Even worse, the commissioner's office actively informs psychiatrists if a patient dares to report them, much like Mount Carmel Hospital’s so-called 'Customer Care' office does on behalf of nurses and staff. Rather than addressing patient concerns, this office serves to shield staff from accountability by immediately notifying them of complaints, both to intimidate the patient and to give them an excuse to retaliate through the psychiatrist in charge.
Everything I reported in emails — written in black and white as digital proof, often with photos, videos, or supporting documents — was uploaded to my website. The evidence remains online, even after they vindictively imposed one restriction on freedom of communication order (RoFoCo) after another on me.
As an example, imagine I had written that a local grocer is a fraudster — would you expect him to request a RoFoCo against me, or to hire a lawyer to clear his name and, if necessary, take the case to court?
It’s as if they framed me for 'stealing' something I had publicly shared online, only to ultimately allow me to keep what they had accused me of stealing in the first place - such is their immense hypocrisy. It was certainly not because I had written or said anything untrue or abusive. They abused restriction orders as part of their scheme and as an excuse to intimidate me. What is actually abusive are the RoFoCos themselves and the dishonest tactics used to vindictively impose them on me.
Their goal is that extra layer of psychological torture: stripping me of the few remaining freedoms I have, justifying increased sedation and medication dosages, or even switching me to more dreadful so-called ‘psychiatric treatments.’ And in the end, when their lies collapse under the weight of evidence, they have no choice but to let me keep what they initially framed me for 'stealing.'
Again, the hypocrisy of psychiatrists is astounding, contradictory at every step, especially in their relentless abuse of the very patients they first silenced. This further highlights their deep resentment toward my website, exposing just how aware they are of the abuses I have suffered. Yet instead of helping the patient or addressing systemic problems, they cover up abuses and use their power to further oppress and silence the very patient who dares to report them — just as psychiatry has always done. These restrictions on communication are even more disturbing considering how vindictively they were imposed on me, despite full knowledge of my innocence and the blatant fraud involved in labeling me as mentally ill in the first place.
At the same time, in an effort to conceal their deliberate cover-up of crimes, they go to great lengths to avoid referencing my website. Instead, they seize on any email I may have sent as a pretext for issuing restriction orders. Ironically, each new order only strengthens my case, further exposing the sadistic nature of psychiatry. Time and again, psychiatry exposes itself as the malignant force it has always been — with its perverse logic: reporting abuse is condemned as abuse, while concealing crimes is treated as a sacred duty, especially when it protects colleagues or friends of friends.
The 1st Communication Restriction order: Following my reports on abusive staff sleeping during night shifts, as well as the professional misconduct of psychiatrists such as David Cassar, who was receiving pay from multiple sources while obligated to a full-time position at Mount Carmel Hospital, for the first time, I was subjected to a communication restriction order used as an intimidation tactic.
Around the beginning of 2020, I reported several irregularities and possibly unauthorized works carried out at Mount Carmel Hospital, which appeared to lack the necessary permits from the Planning Authority. Instead of addressing these concerns, the then-CEO, Stephen Sultana, opted to protect his own reputation by quietly transferring himself to a more comfortable role elsewhere, leaving the mess behind for his successor, Stephanie Xuereb — who proved to be just as incompetent.
Meanwhile, using the COVID pandemic as an excuse, the administration suspended all patient permissions, effectively locking us in the wards 24/7.
At some point, I saw Dr. Anton Grech, Chairman of Psychiatry and a senior figure at the same hospital, on television. In March 2020, I followed up with an email referencing a previous letter I had sent him years earlier — this time attaching documents that further incriminated him for failing to act on the abuses I had reported and continued to experience.
After receiving no response, I reached out in May 2020 to the hospital’s Customer Care team (which also fell under Dr. Grech’s oversight), and later to the then newly appointed CEO, Stephanie Xuereb. In an email dated Tue 9-Jun-20, I used a small request — redistributing dessert to patients, as had been done in the past — as a way to reinitiate dialogue. I pointed out that if staff were being paid to sleep during night shifts (as shown in the video I attached), then surely there were funds available to cover such minor expenses as dessert for patients.
In that same email, I raised additional concerns, writing (originally in Maltese):
"Also, during the time these so-called consultants are supposed to be working at the hospital, I presume they are engaging in unrelated work for which they’re being paid elsewhere — such as writing court reports, preparing lectures, or getting ready for TV appearances, as Dr. Anton Grech does. Don’t act like you, as a doctor (with reference to the then CEO Stephanie Xuereb), aren’t aware of this — or else you must be living on the moon."
What happened just two days later, on Friday, 12 June 2020, is almost unbelievable. It fell on the exact 18th anniversary of the blatant perjury committed by the crooked psychiatrist David Cassar in front of Magistrate Carol Peralta — on 12 June 2002. Just four months before that, on 4 February 2002, Magistrate Peralta had threatened to smash me against a wall in the middle of a courtroom. Later, on that same 12 June 2002, those threats were twisted into lies claiming I was delusional and suffering from persecution fantasies. That falsehood was then used to kidnap me and lock me up for the first time at Mount Carmel Hospital, Male Ward 10 — clearly an attempt to intimidate me and shut me up before I could speak out, by branding me mentally ill just to protect the Magistrate’s career.
On the morning of 12 June 2020, I managed to send another email to the same CEO, recounting what was happening. Instead of taking disciplinary action against specific staff (as happened in other entities, such as the "AFM soldier who was sacked and another who was demoted") or addressing unethical practices by consultants (which were only publicly exposed three and a half years later, in December 2023, when it was revealed first by those of Shift News with the article: Systematic abuse and theft in overtime, allowances at Mt Carmel Hospital mentioning: "In the case of some medical consultants (i.e. those fraudsters of Psychiatrists), the allowances they were being paid surpassed their basic pay by up to 200%' and then when the parrots over at Times of Malta followed suit, that Mount Carmel staff found doing extra jobs during working hours mentioning: "In one case, the audit found a consultant was paid for services given to the commissioner for mental health, a separate entity, during working hours at Mount Carmel. ... The same consultant was also found to be carrying out work for the Court Services Agency and the Malta Foundation School". ), they chose to cover everything up. Worse, they gave those same individuals free rein to take revenge on me.
It was also in vain that, on that same morning, I sent an email highlighting the abuses at Mount Carmel Hospital to the Whistleblower Officer in the Office of the Prime Minister and to the Standards Commissioner — both of whom didn’t even bother to reply, let alone investigate anything.
For trying to be a voice for other patients and for exposing abuses within the system — not to mention those I had endured myself and was still enduring — I was punished by having all permissions stopped (access to main garden and leave from hospital had been given back to patients after some respite from COVID) and being transferred to Male Ward 1, known for housing aggressive patients with severe behavioral issues. As added pressure, they put me on Level 1 watch — 24/7 surveillance, no privacy, a nurse shadowing my every move.
This Youtube video reveals the quiet pain of constant "level" supervision — in no way beneficial to the patient; rather, it serves as an excuse for staff to accrue overtime and pocket even more taxpayer money. It shares the story of a former staff member who, after struggling with drug use, ended up on the other side — admitted as a patient. Then, through the union, she raised concerns about the humiliation and dehumanization she experienced. It is a stark contrast: while staff at Mater Dei Hospital work around the clock beyond their limits, most staff at Mount Carmel hold 'cosy' jobs — not only spending their days on their phones and their night shifts sleeping, but, more vile still, squandering human resources on 1-to-1 supervision as a form of provocation. Had there been any genuine intent to ensure safety, this could have been achieved via CCTV, avoiding such an intrusive and humiliating violation of a patient's privacy.

When I asked to speak to the police, staff contacted Psychiatrist David Cassar. In corrupt Malta, this man — despite his fraudulent past, particularly his involvement in my cases — still enjoyed total impunity and had full freedom to abuse patients however he wanted, especially me. With help from the sadistic Office of the Commissioner for Mental Health, he went on to issue my first restriction-of-communication order, dated Wednesday, 19 June 2020. This was clearly part of the ongoing intimidation, as patients in Male Ward 1 were already denied access to phones and laptops. The order simply ensured I had no way to raise a complaint or seek help — EXACTLY when I had asked them to contact the police. Even though they knew that, in corrupt Malta, the police would eventually cover up their crimes, it seems they didn’t want to take any risks — especially with the evidence I had at hand and my website online 24/7.
The staff and nurses in Male Ward 1, who, like many others at this miserable hospital, abused night shifts to sleep through their duties, cooperated fully with Cassar. He wasn’t only covering up their fraudulent behavior but also his own side jobs during work hours, which I had reported to the CEO in my email. They all had something to lose.
While in Male Ward 1, I wrote twice to the hospital’s Customer Care Office, given the limited communication still permissible under the imposed restriction order — in vain, of course, considering that narcissistic Psychiatrist Anton Grech was involved in the very campaign of revenge being carried out against me (note the RoFoCo was cc'ed to MCH management), together with Psychiatrist David Cassar.
I was left with nothing to do but sit in a sort of sofa chair, forced to inhale secondhand smoke from other patients. The staff, meanwhile, continued their abuse with total peace of mind, fully backed by hospital management — especially the new CEO. To them, her arrival felt like a gift. From the very beginning, she sank to unthinkable lows — covering up abuses and helping them take revenge on me for daring to speak the truth, for raising these issues, for exposing the dark reality behind the walls of this psychiatric hospital. They counted on her to keep shielding misconduct, to turn a blind eye to violations, and to protect the broken system, no matter the cost to vulnerable patients. With every step, she pushed true mental health care closer to collapse, further eroding what little integrity was left. She didn’t come to fix anything. In short, she chose to be their puppet from day one.
Had it not been for my sister sending emails in my name — including to the then Commissioner for Mental Health, John Cachia, Psychiatrist David Cassar and Police 1, Police 2 — in an attempt to put some brakes on their actions and stop them from abusing their power with impunity, they would have destroyed me with pills and injections. So much for the beautiful speeches and slogans: "Break the Silence – we cannot continue leaving persons and families to suffer in silence." Note in the emails sent to Cassar and Cachia, these two used the usual psychiatric deceit — branding me as mentally ill and deteriorating — to dismiss my allegations, silence me, and protect themselves, their colleagues, and the staff who enable them to profit from systematic patient abuse..
The irony is that, despite the alleged deterioration in my mental health — used to justify their vindictive measures — I wasn’t even prescribed additional medication. The so-called "treatment" remained unchanged, because I stayed calm and refused to react to their provocations. Psychiatrists can so easily inflict cruelty with practiced ease that they end up contradicting themselves at every turn.
All of this happened under the watch of the then-new CEO, Stephanie Xuereb, without it seeming to weigh on her conscience that I had been locked up — essentially kidnapped — at Mount Carmel Hospital, based on blatant lies spread long ago by psychiatrist David Cassar. And as if that weren’t enough, they then took revenge on me simply for raising patients’ concerns and standing up for their rights, including my own. I never wrote anything abusive in my emails; I only raised serious issues. Instead of investigating these concerns or addressing the corruption, the management chose to frame me, the patient, and make me pay, all while covering up the crimes of their staff.
Meanwhile, at the start of the restriction order, my octogenarian mother had just recovered from a near-death experience — they had even performed the last rites. Yet on 3 July, she was hospitalised again. The vindictive measures imposed on me had taken a toll not just on me, but also on those dearest to me — especially my mother. This, to me, was part of what I refer to as the additional indirect, psychiatric, intentionally induced psychological torture.
It happened that, either through an arrangement by the hospital administration or by those in charge of Male Ward 1, a decision was made to assign patients from the northern part of Malta to Psychiatrist Joe Vella Baldacchino, while those from the south were placed under the care of Psychiatrists David Cassar and Anton Grech. As a result, I ended up being seen by Dr. Vella Baldacchino’s team, who told me they would refer my case back to him.
On 7 July, the staff informed me that Dr. Vella Baldacchino would be coming to the ward to speak with me and that they had prepared the first room for our meeting. At around 1 p.m., he arrived with the then-new CEO, Stephanie Xuereb. I recounted to them the vindictive measures taken by Dr. David Cassar simply because I had raised patient concerns in an email to the hospital’s customer care unit and to the CEO herself. I also briefly explained my ordeal and how the mental health label placed on me had been fraudulently initiated years ago, to protect Magistrate Peralta’s career.
The CEO attempted to justify her inaction by arguing that handling patient complaints falls outside her direct responsibilities. Dr. Vella Baldacchino promised he would try his best to have me discharged from the hospital, telling me: “And then you can write what you want — it will be your responsibility” (“u mbagħad tkun tista’ tikteb li trid, responsabbiltà tiegħek”).
However, it was ultimately a letdown. When Dr. Cassar learned about the situation, he immediately transferred me back under his care. Dr. Vella Baldacchino seemingly breathed a sigh of relief; he didn't bother challenging Cassar, let alone delivering on his promise.
This vindictive and intimidatory restriction order lasted until 17 July 2020 — four weeks in total, plus one additional day. Psychiatrist David Cassar told me that the police wanted to speak with me because of the emails my sister had sent on the matter. I made him believe that my only intention was to report staff members who were sleeping during the night shift.
On 24 July, Psychiatrist David Cassar transferred me back to the Halfway House and granted me only four hours of accompanied hospital leave per week — a far cry from the five days I had previously. Still, at least he didn’t increase the treatment. So much for the alleged "deterioration" of my mental health, which had supposedly serious enough to justify my transfer to Male Ward 1, stripping me of all previous permissions, and the issuance of this communication restriction order.
Yet upon arrival, I found the staff uneasy about accepting me. Surely, they saw me as an obstacle to continuing their abuses undisturbed — especially after I had reported one of them.
First, they objected on the grounds that the Halfway House only accepts patients who are about to be discharged from hospital. Then, they tried to prohibit me from using my laptop. However, their efforts — for the moment — proved futile. Guess why? The second, because denying me the use of my laptop would have undermined the very meaning behind calling it a “Halfway House.” And the first, because so much hatred had already been stirred against me that none of the staff wanted me in their ward. I had become too much of a nuisance.
In the end, the CEO not only turned a blind eye to the abuses — which she couldn’t deny, given the evidence I had provided — but effectively enabled them. By giving the staff free rein to take revenge on me, she justified their behavior. What was wrong, in her view, wasn’t the abuse, but my reporting of it. The intense atmosphere of hatred surrounding me, a mere patient, was astonishing. It was incredible to witness such things happening in a place that calls itself a mental hospital.
The 2nd communication restriction order —
Following my transfer back to the halfway house on 24 July 2020, and after multiple urgent requests from my sister, two officers — Police Inspector Roderick Spiteri and PC97 — finally arrived on 26 July to take my report firsthand.
In the meantime, the police had unprofessionally stalled. They chose to wait for psychiatrist David Cassar — the very person I was trying to report for abusing me — to lift his vindictive restriction order at his own convenience. It felt as though they were hoping he would heavily sedate me in the interim, sparing them the "unnecessary hassle" of taking the very report they were supposedly there to file.
My sister’s emails had already outlined what Dr. Cassar was putting me through, even including a link to my website, which detailed my past ordeals with him. Had these officers taken their duties seriously, they would have arrived fully briefed on the gravity of the situation I had been enduring for so long, rather than showing up completely unprepared.
Trying to further explain my ordeal to them — not just the abuse behind the previous restriction order, but also the fraudulent way the mental health label was originally pinned on me to protect Magistrate Carol Peralta’s career — proved useless. In that miserable half-hour, I attempted to clarify the situation where needed, but it was all a staged show.
The police came prepared to dismiss me, claiming they couldn’t do or investigate anything because some of the crimes or abuses were now time-barred. Yet despite this hollow excuse, the truth is that I had submitted my reports in due time — and it was the intentional inaction of the authorities that led to this so-called expiration. But the consequences of those crimes have not expired. I was and am still suffering — including being forcibly hospitalized and drugged for mental health conditions that were entirely fabricated, intentionally to discredit me and suppress the truth of what I endured. The harm is ongoing, even if the corrupt justice system in Malta excuses the perpetrators by claiming the window for accountability has closed.
In the end, the police simply told me to seek private legal counsel, leaving me to face it all alone. For the staff, and in particular for psychiatrist Dr. David Cassar himself, it was a relief to see such incompetent officers walk away without taking any action.
The staff quickly regained their arrogance. By August 2, having apparently been waiting for any excuse, they reported me to the doctor on call simply because I had asked for an extra slice of ham. They twisted this harmless request into a claim that I wanted to feed it to the cats to harm them.
As a result, they placed me under 24/7 supervision once again — this time at "Level 2," meaning a carer, rather than a nurse, was assigned to humiliatingly monitor my every move. Later, they tried to justify all of this by claiming it was because I had been helping other patients with their assigned chores — some of whom were so heavily sedated by psychiatric drugs that I simply felt compassion and lent them a hand. They also ordered that my pills be crushed to make sure I actually swallowed them. But the bigger revenge was yet to come.
By 10 August, they once again revoked all patient permissions, using the excuse that COVID cases had surged. As a result, I had to forget about my hospital leave altogether — which had already been vindictively reduced by Psychiatrist David Cassar to just a few hours per week.
Just two days later, on 12 August, I was informed that psychiatrist Chris Rolé had come to speak with me. He claimed that while watching TV, during a scene involving a stabbing, I had allegedly remarked that Psychiatrist David Cassar “deserved something similar.” I immediately refuted this as a complete fabrication. In reality, I had my laptop with me to watch whatever I wanted, so I had no reason to pay attention to the tedious content playing on the TV. I demanded to know who the alleged witnesses were so I could confront them directly, but they refused to provide any names.
It was clearly a setup. Dr. David Cassar lacked the courage to face me himself, so he sent his assistant, Rolé, to deliver the accusation instead. Had there been any truth to the claim, the authorities would have surely reported me to the police, interrogated me, and arraigned me in court — a story the media would have undoubtedly seized upon to fuel further hostility against me.
Ironically, years later, when another patient expressed frustration toward Dr. Cassar — saying "I kill you / Noqtlok" in the presence of Chris Rolé — that patient was swiftly taken to court and subjected to intimidation and psychological distress. This contrast underscores the malicious intent behind my own experience, exposing the sheer sadism of framing me with allegations they knew were entirely fabricated.
This blatant lie was concocted to justify transferring me to a stricter ward with fewer privileges — which is precisely what happened later that same day when I was moved to Male Ward 7.
Before the move, I managed to write to both the police and activist Arnold Cassola once again. But once more, my pleas for help fell on deaf ears.
To worsen matters, this time they increased my medication by 50%, raising my daily dose of Olanzapine from 10mg to 15mg, and still kept me on Level 2 constant supervision.
Upon arriving at Male Ward 7, Nursing Officer Marlene Grech was waiting. From the outset, she voiced her hostility, speaking loudly and angrily enough for me to hear: “Good, like this,” she said sarcastically, “what others don’t want, they dump on us” (“Hekk sewwa, li ma jridux ħaddieħor, iwikkuh lilna”). Her comment was a direct reflection of the deep-seated prejudice and animosity staff across the entire hospital had nurtured against me.
The staff in this new ward engaged in the same abusive practices I had previously exposed at the Halfway House — and in some respects, worse. Viewing me as a threat to their unhindered abuses, they initially tried to ban my laptop, claiming the ward lacked patient-accessible power outlets. They eventually backed down, but because my laptop had a degraded battery, I couldn't keep it plugged in while in use. Instead, I had to leave it charging at the clinic's outlets for six hours just to get one or two hours of battery life.
Beyond the agonizing boredom of sitting idle for hours, losing steady access to my laptop felt like having my hands tied, forcing me to handle every limitation using only my mobile phone. That was the price exacted on me for standing up against abuse and advocating for patients — all on top of the immense stress of adapting to a new ward among unfamiliar, and potentially more volatile, patients.
Out of sheer frustration, I decided to risk everything and, on 13 August, emailed the CEO, Stephanie Xuereb, once again. Despite her history of turning a blind eye to staff misconduct and patient abuse — particularly in my case — I felt compelled to reach out, if only to test whether she would continue to ignore these flagrant abuses.
I also copied the email to Alex Powell, the Nursing Officer of the Halfway House — a hypocrite who carefully cultivated a pious public image, participating in nativity crib displays, while privately tolerating and enabling staff misconduct.
In my message, I outlined the retaliatory measures inflicted on me for speaking out. I attached a video showing additional staff members sleeping through most of their night shift. Furthermore, I directly confronted the fabricated claim that I intended to stab Dr. David Cassar, detailing the immediate retaliation I faced: my transfer to Male Ward 7 under harsher restrictions, deliberate obstacles, and a 50% increase in my medication dosage.

For daring to send that email, instead of receiving help, I faced even further retaliation. The very next day, on 14 August, they swiftly moved to silence me with a second communication restriction order. This came a mere eight weeks after they had vindictively issued the first, and only four weeks after it had expired — and, predictably, it happened on another cursed Friday.
With my hometown of Mosta preparing to celebrate the feast of the Assumption the very next day, it twisted the knife even further: Just a year earlier, I had spent countless hours digitizing books and mapping my town's historic niches and statues, hosting it all on a dedicated subdomain for Mosta’s history and culture. And now, instead of being able to follow the celebrations despite my limitations, I was further completely cut off from social media — locked inside the ward 24/7, trapped away from the very community history I worked to preserve. To top it off, it also meant I had to spend my birthday on August 20 under the full weight of these retaliatory restrictions.
Just minutes before the new restriction order was officially imposed, I managed to send another email to political activist Arnold Cassola on the thread I had started with him on 12 August, prior to my transfer to Male Ward 7. I was also preparing to email CEO Stephanie Xuereb to hold her accountable for her complicity in these ongoing retaliations. However, in the rush, I accidentally sent the message using the thread containing my confidential correspondence with Cassola, rather than the 13 August thread I had initiated with her — a mistake I corrected shortly after realizing what had happened.
Meanwhile, Senior Nursing Officer (SNO) Joe Sant came and went about three times, speaking in low, tense exchanges with MW7 Nursing Officer Marlene Grech. Each time, he seemed incensed with me — possibly reassuring her with statements like, “Now we’ll get back at him,” and “Dr. Cassar is going to side with us.” On his third visit, Sant approached me aggressively and ordered me to pack up my laptop and mobile phone. I turned both devices off and handed them to Marlene in her office, after which Sant departed.
Shortly after, Marlene instructed Nursing Aide Karmnu Vella to take my laptop case — containing both the phone and laptop — to the hospital safe. Given what occurred next, I believe one of two things happened: either Vella deliberately slammed the laptop case against a column base just outside MW7, or as he walked past the SNO office, Joe Sant — still fuming — suggested something to the effect of: “Smash it once and for all so he learns not to report.” Eager to show how little he cared, Vella may have done just that, slamming the case down onto the floor.
As I waited in the ward for Vella to return, his prolonged absence for what should have been a quick task made me increasingly suspicious. Given the overwhelming hostility the staff harbored toward me, I felt certain something malicious was taking place. When Vella finally returned, he ignored me completely and went straight to the clinic, where he and Marlene began conferring in hushed tones. When he eventually stepped out and saw me still waiting, he approached me with a sarcastic smirk: “Don’t worry, Kol, they’re safe” (“Tħabbilx rasek, Kol, fis-sejf qegħdin”).
When I tried contacting my sister later that day or the next, the staff used Joe Sant as a shield once again. Sant arrived in his typical arrogant manner to inform me that the restriction prohibited me from contacting anyone, including my own family. After four days of complete isolation, on 18 August 2020, the staff finally agreed to contact my sister on my behalf to inform her of this total communication ban. They told her she would need to clarify the situation herself with the Office of the Commissioner for Mental Health. She did so later that day, forcing the staff to back down and allow me at least minimal contact with my relatives.
Despite the severe limitations — and depending on which staff member was on duty — I began dictating emails for my sister to send. These went to Psychiatrist David Cassar (a) and Commissioner John Cachia (b). In a key email to the Commissioner on 27 August, I once again highlighted how Dr. Cassar kept me locked up and fraudulently labeled as mentally ill, despite knowing for a long time that his court reports — and those of other psychiatrists — were built on false conclusions.

Document showing my laptop and mobile phone deposited into the hospital safe on 14 Aug 2020 and withdrawn by clerk C. Ciancio on 14 Sep 2020.
After a month on the restriction order, it was finally set to expire on Monday, September 14. Karmnu Vella was on duty that morning, but when I asked him about retrieving my laptop and phone from the hospital safe, he immediately began making excuses, claiming he had to take his break first. Eventually, Nursing Officer Anglu Schembri instructed Clerk C. Ciancio to collect them for me instead, though by then it was already past lunch — around noon.
I took my mobile phone and politely asked to leave my laptop in the clinic to charge. However, when I tried connecting my phone to the ward's Wi-Fi, it prompted me for a password. When I asked the staff, they abruptly cut me off, claiming the Wi-Fi was no longer working. (I later brought this issue to the attention of Commissioner Cachia [on 19-Sep] and even the CEO [via my sister on 19-Sep] by email. Among other questions, I asked why the ward's Wi-Fi was deemed an unnecessary expense, which is what staff had led me to believe.) With nothing to do and effectively still restricted without internet access, I went to bed until 2:00 p.m., when afternoon tea was served to patients.
I then went to retrieve my laptop from the clinic to test it. Upon opening it, I was horrified to find the screen cracked. I tried powering it on to assess the damage; the device seemed to load, but nothing was visible on the destroyed display. I immediately reported it to N.O. Anglu Schembri so he could inspect it himself — damage that was indisputably done out of malice. Since the damage far exceeded the €50 threshold, I requested that I file a police report. Instead, he called Hospital Management, who brushed it off and told him to deal with it the next day.
The following day, the police officer stationed at the hospital gate was notified. However, he offered the excuse that he first needed a official declaration from a psychiatrist certifying that I was “fit to give a statement.”
After leaving my broken laptop in the clinic, I went to get my tea just as Nursing Aide Karmnu Vella walked out of the pantry. When I mentioned that my laptop had been returned broken, he smirked and casually replied, “Oh right” (“Eh ija”). Holding a cup to his face as if trying to conceal his expression, he added, “You only noticed now?” (“Int issa ndunajt?”) — as if to say, “Isn't that what you get for reporting us?” — before walking back into the pantry. His reaction only solidified my suspicion of his direct involvement; had he been innocent, his response would have been entirely different.
Because staff had witnessed the state in which my laptop was returned, I asked them to release it to my sister so she could get it repaired as soon as possible. Instead, given the severity of the incident, they confiscated it — first holding it at the SNO’s office and later at the CEO’s office — under the guise of an internal investigation.
Whenever I pointed the finger at Karmnu Vella, the staff showed zero empathy or remorse for what I had suffered. Instead, they closed ranks to protect Vella, dismissing my claims and portraying me as paranoid and delusional. They even tried to blame me, absurdly suggesting that I must have negligently left a stone or object between the screen and keyboard before closing it.
Meanwhile, after four days of waiting, Psychiatrist David Cassar finally certified me on 18 September as fit to be interviewed by the police. The police officer stationed at the gate arrived, and I handed him a written statement outlining my version of events and detailing my suspicions regarding Karmnu Vella. The officer then phoned the Birkirkara Police Station. Citing COVID-19 protocols as an excuse, he made me deliver my full police statement over the phone in the middle of the ward — allowing everyone present, including Karmnu Vella, to overhear every detail of the abuse I had suffered and my allegations against him.
In contrast, Vella was allowed to leave the ward while on duty to visit the Birkirkara Police Station in person, giving him free rein to fabricate whatever story he pleased (as mentioned in my sister's email to the CEO on 19-Sep-20). Upon his return, he approached me laughing: “I went to testify at Birkirkara Police Station, Kol” (“Mort nixhed l-għassa ta' Birkirkara, Kol”).
The police were so biased against me as a psychiatric patient that I never heard back from them, nor did they bother to conduct any genuine investigation — despite the CEO later citng a police investigation in her emails (on 29-Sep-20).
In the meantime, days turned into weeks while my laptop remained confiscated in the office of CEO Stephanie Xuereb. Given her willingness to cover up staff misconduct and patient abuse — and her unyielding participation in the coordinated retaliations against me — I grew deeply concerned. The fact that I had accidentally forwarded her confidential details from my email exchange with Arnold Cassola made me suspect she might even go so far as to extract or erase data from my hard drive, or deliberately corrupt it.
On 19 September, I asked my sister to raise these concerns with her. When Xuereb repeatedly ignored the emails, my frustration peaked, triggering more severe panic attacks. I felt entirely abandoned — isolated among a hostile staff who showed not an ounce of mercy or remorse, even after one of them had maliciously smashed my laptop.
When the CEO finally responded on 29 September 2020, her reply was cold and dismissive:
“Contrary to your allegation, I wish to inform you that the matter was thoroughly investigated internally. ... Based on the accounts provided, it was concluded that there was no indication that the damage you suffered resulted from any action or omission by a member of the hospital staff. ... Since the Police had been involved, it would be appropriate to also await their direction.”
This claim of a “thorough internal investigation” was a complete farce — as the primary victim, I was never even interviewed or asked to give my version of events! In every sense, I was victimized twice. The corrupt system allowed someone like Karmnu Vella to walk away scot-free after committing a spiteful crime against a vulnerable patient. Instead of fulfilling their duty of care, the staff assigned to look after us were actively working to break me psychologically — further exposing the inherent hypocrisy of psychiatry and the corrupt reality of Mount Carmel Hospital.
A month later, on 30 October, I engaged a lawyer to formally challenge CEO Stephanie Xuereb, demanding an investigation into years of ongoing abuse, particularly under Psychiatrist David Cassar, as well as a review of the fraudulent origins of my psychiatric diagnosis and the long-standing “inhumane treatment” I was subjected to. Xuereb had the audacity to reply mockingly on 4 November, asking what “alleged abuse and instance of inhumane treatment” I was concretely referring to. I confronted her directly in a follow-up email the next day, but it was in vain; she refused to investigate, while my appointed lawyer, Rachel Tua, failed to exert any real pressure on my behalf.
Despite the CEO stating in her 29 September email that my laptop could be released, I had to keep pressuring staff to get it back. My sister’s email to the CEO on 2 October proves that the laptop remained confiscated in the CEO’s office days after her claim. It was only returned later, after SNO Joe Sant personally brought it back to the ward. I immediately contacted my sister, who picked it up to take it for repairs — entirely at my own expense, with zero compensation or accountability from hospital management.
After weeks of waiting for spare parts, a new screen was fitted by the technician at a cost of €140, and I was told the machine was working normally again — powering up and prompting for a password. However, when my sister brought it back to the ward on 4 December 2020, Nursing Officer Marlene Grech confronted her at the door and flatly refused to let it in. She claimed laptops were no longer permitted in her ward, adding that mobile phones were only still allowed because of the ongoing COVID-19 pandemic.
When I subsequently reported the incident and sought compensation from the Commissioner for Mental Health, John Cachia (on 19 September 2020) and the Commissioner for Health within the Ombudsman's Office, Charles Messina (on 22 June 2021 and September 2021), I quoted this €140 figure for the screen repair. Unable to use the laptop or even test it, my sister simply took it back home with her.
It sat unused for months. In September 2021, my mother passed away — her health further deteriorated by the anguish of seeing me subjected to yet another restriction (see further below). On 3 October, I asked my sister to turn on the laptop to search for an important document I needed. Upon booting up, it immediately displayed a critical "Boot Device Failure" error.
Had I been allowed to use the laptop in the ward, this underlying failure — a direct consequence of the physical impact inflicted by Karmnu Vella — would have surfaced immediately, proving the true extent of the damage. The psychological impact of this discovery was devastating. A laptop containing irreplaceable personal data isn't something easily replaced like a television. On that hard drive were key legal documents and crucial evidence for my case, alongside cherished photos and memories of my family and pets — data I would have paid anything to recover.
When my sister took the laptop back to a repair shop, she was informed that the internal hard drive had suffered total failure and needed replacement. I opted to pay €145 to replace the drive and reinstall Windows rather than buy a new computer. As for the damaged original hard drive, I asked my sister to take it to a data recovery specialist. The technician — likely inflating the cost — explained that the drive had been severely compromised when operated after the impact, demanding €650 (cash without VAT) plus €65 for an external drive to hold whatever data could be salvaged. In total, this ordeal cost me exactly €1,000 just to repair the machine and attempt data recovery — all while remaining unable to check if my files were actually intact.
In Male Ward 7, a ward laptop had previously been introduced under the pretext of patient use during COVID-19, but Marlene strictly restricted its use to brief official calls with social workers. Given her hostility and her vindictive refusal to let me access even the ward’s Wi-Fi, asking to plug in my external drive to check my recovered data would have been pointless.
It was only much later, after I was transferred to Male Ward 1 in March 2023 — where patients were permitted to use a ward laptop on Sundays and public holidays — that I finally had a chance to check the drive. On 28 October 2023, I plugged in the external hard drive my sister brought me, only to face a crushing realization: data had been recovered from only two out of the three partitions. From the primary C: boot drive, where my most recent and critical files were stored, absolutely nothing was recovered.
As for my repaired laptop, I was only permitted to bring it back and use it sporadically starting in March 2024, under the condition that it remain outside the ward itself — such as in the Occupational Therapy unit or the main garden.
Looking back at the preceding years when I was fighting for compensation, the Commissioner for Mental Health, John Cachia, proved true to his duplicitous nature — never bothering to investigate how such a vital and sentimential personal belonging of a vulnerable patient had been deliberately destroyed by staff.
On the other hand, the Commissioner for Health within the Ombudsman’s Office, Charles Messina, appeared to make a genuine effort. On 27 June 2022, Nursing Officer Richard Mallia unexpectedly escorted me to the Nursing Manager, Marianne Bonello. To my surprise, she informed me that the Financial Controller had reimbursed the initial €140 I had spent to repair the broken laptop screen, and that the funds had been deposited in my name at the Almoner’s office. I confronted her, stating that the repair costs had risen significantly higher, but she cut me short, saying that was the only amount made available. Furthermore, when I asked for a receipt or document regarding this miserable compensation for the damage vindictively inflicted on my laptop, she (Bonello) refused.
On 15 July, Commissioner Messina wrote to ask if I had received the money so he could close the case. I replied explaining that my actual expenses were far higher due to the internal hard drive failure that subsequently resurfaced from that same physical impact. Although he did not pursue the matter further, his intervention at least exposed the sheer dishonesty of CEO Stephanie Xuereb. It directly contradicted her dismissive claim from 29 September 2020 that “there was no indication that the damage you suffered resulted from any action or omission by a member of the hospital staff.” After all, that €140 reimbursement — funded by taxpayers rather than taken out of Karmnu Vella’s own pocket — was certainly not handed over for no reason.
In an email thread I forwarded to her on 9 February 2023, I confronted Xuereb directly with this fact, pointing out how Commissioner Messina’s findings had exposed her cover-up for what it truly was.

Despite not falling to this sadistic Psychiatrist Catherine Dimech's provocations, another one would have smashed the entire ward for denying him just some 5 minutes near his dying mother, she kept increasing the dosage of Olanzapine to the maximum dosage of 20mg on 14-Jan-22, exactly four months since my mother's demise.

Patient Valuables
The 4th

Brought bad memories of denied visiting my dying mother. Marlene prohibited patients from keeping mobile phones in ward, resulting in patients having to communicate with say relatives via telephone calls, expenses on taxpayers.
I was informed that Dr. Joseph Spiteri intended to place me on a newer “modern” medication. I objected, stating that they could try it themselves first. To hold Dr. Spiteri accountable and make him further aware of the systemic abuses being covered up in my case, I forwarded him these emails on 9 February 2023. These messages clearly outlined the extent of the misconduct and left him with little room for plausible deniability.
Within two weeks, on 22 February 2023, patients’ permission to keep and use mobile phones in the ward was abruptly revoked. As a result, they had to ask staff to make calls using the ward telephone — just to speak with relatives or anyone else — at the taxpayer's expense. I was already being denied access to the main garden, and this new restriction left me completely isolated from the outside world. Ironically, earlier on that same day, Raymond Galea — the Commissioner for Health within the Ombudsman’s office — visited the hospital specifically to speak with me about the various abuses I had reported. But from the start, it felt like a staged spectacle — so much so that the staff at Male Ward 7, suspecting I had reported their abuses, used that very day to push the authorities for the directive: removing patient phone access, to prevent me from ever reporting on them again.
On 27 February, I approached the Occupational Therapy team, who occasionally visited the ward, and asked to speak with psychotherapist Elizabeth Abdilla. I initially had hope, especially since she was studying Criminology at the time. Unfortunately, rather than assisting me, she further worsened my situation by informing staff — specifically Marlene Grech (NO of the ward) and nurse Joe Galea — that I had mentioned them in a negative light on my website. This led to further retaliation, with staff once again turning to Dr. Spiteri to exact their revenge.
Within days, on 2 March 2023, Dr. Spiteri issued a formal “restriction of freedom of communication” order against me — despite the fact that I had already been denied mobile access. The justification given was that I had uploaded a photo of a patient. However, the image only showed part of his buttocks to highlight the visible side effects of medication, including "eczema or inflammation of the skin (dermatitis), bleeding underneath the skin seen by red or purple discolorations on the skin (purpura)". There was nothing abusive or exploitative about the image, and I was never ordered to remove it.
In reality, the staff were instead upset by another image — one that showed NO Marlene Grech bringing children to play on government work computers. This exposure deeply angered them. In response, Dr. Spiteri covered up their misconduct by issuing the restriction order and used it to intimidate me.
Worse still, less than two weeks later, on 16 March 2023, I was transferred to Male Ward 1 — a ward known for housing patients with behavioral issues. This allowed the staff at Ward 7 to continue their abuses and corrupt practices undisturbed — free from someone like me who was speaking out.
Before this transfer, I had asked my sisters to contact the relevant authorities, including Dr. Spiteri himself, to report the ongoing mistreatment and retaliation. These efforts were part of my attempt to bring attention to what I was going through. The entire sequence of events points to a deliberate and calculated campaign of intimidation, triggered by my efforts to expose abuse and corruption within the system.
Later, on 24 March, Spiteri granted me permission to access the hospital's main garden, but only if accompanied by staff. However, the communication restriction was extended until 11 April, totaling 40 days — 12 days longer than the initially stated four weeks. I had to endure this extension simply because several doctors from Spiteri’s firm, possibly including himself, were on leave for the Easter holidays, delaying their availability. Had it been a matter of enforcing a vindictive measure, they would surely have found time to act within minutes.
On 16 April 2024, when I went to use the ward’s patient laptop (used to be available on Sundays at Male Ward 1), a nurse called me inside and told me: “Don’t mess things up. None of the staff wanted you in their ward. If it weren’t for us, you’d have ended up at the MPU / Tqazzizix ghax hadd ma ridek, kieku m'accettajnikx ahna kont tispicca l-MPU. This illustrates how the authorities, by allowing the staff to continue unchecked in their abusive behavior, created a climate of hostility and hatred against me — a mere patient — for simply reporting abuses and corruption in psychiatry, which by that point had become normalized and unchallengeable.
As previously stated, from 24 March 2023, Spiteri granted me permission to access the hospital’s main garden — but vindictively only if I was accompanied by staff. I often avoided asking staff to escort me, as I considered it too demanding to interrupt their usual routines — such as playing on their phones or chatting with one another — just for the five to ten minutes it would take to accompany me. As a result, I was frequently left locked inside.
Even after my communication restriction was officially lifted on 11 April, carrying my phone often served no purpose. While most patients could afford mobile data through social benefits — or didn’t use smartphones at all due to illiteracy — I had to pay out of my own pocket. And given how arbitrarily I was subjected to restriction orders (1, 2, 3, 4) or had permissions suddenly revoked, I had no guarantee I’d be able to use the data, or for how long. So I preferred relying on free Wi-Fi hotspots. However, staff — suspecting I might report them — frequently avoided taking us to those areas solely because of me.
Aside from a brief window on Sundays when I was allowed to use the ward laptop, I remained effectively under communication restrictions, despite the so-called concession of supervised garden access.
Although I stayed calm and never reacted to provocations, Spiteri’s staff continued to deny me unaccompanied access to the garden. Ironically, it was staff complaints — from those who had started seeing me as a nuisance for occasionally requesting to be taken out — that finally led to me being granted solo access on 23 August 2023. Even then, access was spitefully limited to once per day. If I wanted to go again in the evening, I had to beg staff for accompaniment, just as I had been forced to do for the previous five months.
Only after three more weeks of this psychological pressure was I finally granted full, unrestricted solo access on 13 September. This stood in stark contrast to other patients, who — even after attempting to escape or using illegal substances in the garden — had their access reinstated within days.
But it seems that some lazy staff at Male Ward 1 began to see me as a nuisance for being an extra patient they had to let in and out of the ward to access the main garden. So when the opportunity came, they seized on a sudden discovery that some patients were allegedly bringing substances into the ward and used this as a pretext to revoke main garden access for all patients on 2 October. Despite these obstacles, I managed to write an email to the CEO on 9 October, and my access to the main garden was reinstated within two days.

"Because in an instant we'll chop off your balls"
- once again by the same Psychiatrist Joseph Spiteri, on 25th September 2024, at the 5th rofoco (9) from 6 in a row he vindictively began issuing me one after the other.
not only was intimidated by the fact that they would prescribe me the injection again - one that had already made my life miserable in the past - but I was also threatened and mocked with vulgar words: "Ghax f'malajr naqtghulek il-bajd / Because in an instant we'll chop off you your balls ". To further intimidate me and show that I shouldn’t take it lightly, they once again prescribed me that poison, Risperdal 3mg daily, starting from September 25, 2024, which among other side effects, causes erectile dysfunction. So much for the real intention behind their supposed ‘psychiatric cure’ - it is instead meant to destroy you with those particular side effects.

I admit I was mistaken in calling Psychiatrist Anton Grech simply a narcissist. He is much, much worse than that. A new word needs to be coined for such an evil person - someone who takes pride and satisfaction in vindictively doing their utmost to destroy those who expose them as the incompetent, corrupt, and extreme narcissists they truly are (Note: Each RoFoCo is addressed to the management, including himself as Chairman of Psychiatry at Mount Carmel Hospital, where this video was filmed).
After my access to the copier was blocked via password — following a similar request for help from the Police and Social Security (notably after my email of 4 September 2024), which instead resulted in one or all of them reporting me — my sister, using my email account, forwarded the same email thread with the fifth RoFoCO (9) attached. This was sent separately to the US Embassy on 28 September 2024, to the British High Commission on 2 October 2024, and to the Italian Embassy on 4 October 2024. Each time, my sister requested an appointment to speak to someone at the respective embassy regarding my case. All of these efforts were again in vain.

I again reported further verbal abuse, I was punished once more ...
My physical health became a clear indicator of the harm caused by these restrictions. I had maintained a steady weight of 83kg through self-initiated labor and gardening; however, the 11th retaliatory order effectively ended this, driving my weight up to 95kg. The moment I regained some autonomy, I lost 5kg in less than a fortnight. This progress was immediately undone by the 12th restriction order, which saw my weight climb to an all-time high of 100kg. The correlation is undeniable: whenever my freedoms were stripped away, my physical well-being plummeted.
Having survived that 168-day stretch of restrictions (5, 6, 7, 8, 9, 10) ending by November 20, 2024, the subsequent 11th and 12th orders — totaling 84 days of restriction in less than two months — meant that in under a year, I was forced to relive half the duration of that original ordeal all over again.
The 13th - On July 15, 2026, psychiatrist Joseph Spiteri made a sadistic bluff to staff regarding me, declaring he would rather 'skin me alive' than ever grant me leave. Six days later, I reported him, and six days after that, he retaliated against me, also in solidarity with an abusive staff member I had similarly reported.

Dated 27-Jul-26
After months of requesting unescorted leave, on 15 July 2026 Dr. Spiteri denied me once again. Calling for my file, he weaponized the denial to vent his malice, declaring to staff: “I would rather skin him alive than ever let him go out alone” (“Niskarnah ħaj u ma nasal qatt nagħtih leave waħdu”). It was another disturbing outburst in his growing animosity toward me — as if relishing the vivid fantasy of flaying me alive.
When I used a 21 July incident — where a nurse vindictively flipped on dormitory lights at 4:00 a.m. — to officially report both the nurse’s misconduct and Spiteri’s threat — yet as the authorities, as usual, did not even bother to investigate, but instead gave him free rein to retaliate — retaliation was swift. On 27 July, acting in Spiteri's name, a covering doctor stripped all my permissions (occupational therapy, access to the social center, gym and main garden, and even my two days of accompanied leave), slapped me with the above 13th communication restriction order, put me under constant Category B watch, and increased my Haloperidol dose by 50% (from 10 mg to 15 mg) — all in the presence and much to the immense satisfaction of that same nurse.
While the covering doctor showed slight humanity on 30 July by lifting constant supervision — allowing me to water my plants before the summer heat killed them — Spiteri’s sadism persisted. When consulted on 6 August about restoring my occupational therapy and social center privileges, he flatly refused. She finally bypassed him on 13 August to restore access, and later granted my main garden access on 14 September without his input — a quiet admission of his sadism. Demonstrating the system's neglect, this communication restriction order expired on 24 August but remained illegally enforced until 27 August simply because no covering doctor was present to sign the release.
